Hot Wheels Wiki says - The 2011 Collector Edition series consists of four exclusive mail-order cars. They have coordinating paint schemes and Real Rider tires. These cars were obtained by mailing in 20 eligible cards along with shipping & handling.

The model is similar to but does not have 21 Windows, because of the exhaust pipe.

It was modified from the Volkswagen Drag Bus.
